Objectives of the project:

To enhance the European Union’s (EU) visibility and understanding in the ROK, and stimulate ROK’s interest in cooperating with the EU on bilateral, regional and global issues through cultural and public diplomacy activities.

Key expert 1: Team leader and Public diplomacy expert (minimum 220 person days)
The team leader will be responsible for the overall coordination of the technical assistance and ensure effective coordination between all project components. She/he will further have to demonstrate the ability to supervise the other key experts and mobilise and manage technical specialists as non-key experts for delivering the various technical tasks under the project.
The Team leader will also guarantee the efficiency and effectiveness of the overall project management and implementation, including that projects outputs and reports are appropriate, consistent, timely and of good quality.
The Team Leader shall have to demonstrate, throughout his proven qualifications, skills and professional experience, the following: excellent interpersonal skills and team-oriented and service-oriented work style; self-motivated ability to work independently; eye for detail/accuracy, resistance to stress; ability to dialogue with national Authorities and institutional structures, as well as non-government stakeholders.
The Team Leader will be the main contact person between the contractor and the Contracting Authority and it is responsible in delivering documents and reports required.

Qualifications and skills
• Advanced university degree (Master degree level or equivalent) in a discipline relevant to the scope of the assignment such as political science, public relations, public diplomacy, communication, management or equivalent professional experience of at least three years (on top of the below mentioned 10 years);
• Proven knowledge of EU Institutions and policies
• Participation in at least one project in the field of Public diplomacy in an international context;
• Participation in at least one project implying knowledge and understanding of Project Cycle Management and Logical Framework approach;
• Communication skills to be able to communicate convincingly with a wide range of contacts, including proven strong public speaking and presentation skills;
• Diplomatic skills and capacity to deal with politically sensitive issues;
• Analytical and computer literacy skills;
• Excellent written and communication skills in English
Knowledge of the relevant local context is an asset;

General professional experience
1. Minimum 10 years of general professional experience in one or more of the following areas: public diplomacy, cultural diplomacy, public relations, event management, communication/media;
2. Experience as a team leader and in managing technical assistance projects/programmes;

Specific professional experience
1. Minimum 5 years of specific professional experience (included in the 10 years of general professional experience) at international level in the field of Public Diplomacy;
2. Minimum 1 year of experience in management of similar projects;
3. Two reference experience in EU matters

In addition, to the minimum requirements, the following assets apply:
- Previous experience with EU Member States, third countries and /or international Organisations on Public Diplomacy strategy and methodologies/tools
- Working experience with or in South Korea is an asset.
