Qualifications and skills
- University degree in engineering, or economics, or law, or equivalent;
- A relevant post-graduate qualification in an energy related field will be favoured.
General professional experience
- Minimum 15 years professional experience in policy making, legal and regulatory matters. Experience above 25 years will be ignored for the purpose of the evaluation of tenders.
Specific professional experience
- Minimum 10 years of experience in advising on policy, and/or legal and regulatory environment in the energy sector;
- Contribution in a technical position (i.e. not a management / coordination position) to the preparation or implementation of reform action plans or regulatory activities in the energy sector: at least 2 technical assistance projects (i.e. not studies) with a cumulative, minimum approved input of 330 working days or 18 man-months;
- Demonstrated experience in renewable energy or energy efficiency projects is a must;
- Experience in institutional capacity building will be considered an advantage;
- Experience in areas such as access for low income households or gender equality will be considered as an additional advantage;
- Experience in Sub-Saharan Africa is a must, preferably including in-countries’ assignment of 12 months or more;
- Experience in private sector energy projects will be considered an advantage.
