Key expert 1: Team Leader - Canada DL: 1 September 2017
The team leader/key expert 1 will be responsible for the overall coordination of the technical assistance and ensure effective coordination and comprehensiveness between all project components. She/he will further have to demonstrate the ability to mobilise, supervise and manage technical specialists as non-key experts for delivering the various technical tasks under the project.
As such, the key expert/team leader will be a counsellor on public diplomacy for the EU Delegation in Canada.
He/she will also guarantee the efficiency and effectiveness of the overall project management and implementation, including that projects outputs and reports are appropriate, consistent, timely and of excellent quality.
The key expert/team leader shall have to demonstrate, throughout his/her proven qualifications, skills and professional experience, the following: excellent interpersonal skills and team-oriented and service-oriented work style, self-motivated ability to work independently, eye for detail/accuracy, resistance to stress, ability to dialogue with national authorities and institutional structuress.
Key expert 4: Imprest Accounting Officer- Zambia DL: 3 August 2017
With an estimated in-country assignment of 750 working days, s/he is responsible for drawing up the financial and contractual part of the programme estimate. Jointly the imprest administrator, s/he submits the programme estimate for authorisation to the NAO representative. For the imprest component, the imprest accounting officer is responsible for verification of expenditure and corresponding payments and recoveries after their authorisation by the imprest administrator. This also includes responsibilities for the bookkeeping of these operations. During implementation of the programme estimate, the imprest accounting officer keeps the accounts of the imprest component in accordance with the rules of the PE Guide and its Technical and Administrative Provisions and the Zambia accounting standards and policies.
Key expert 3: Imprest Administrator - Zambia DL: 3 August 2017
With an estimated in-country assignment of 750 working days, s/he is responsible for drawing up the technical and operational part of the programme estimate. With the imprest accounting officer, s/he submits the programme estimate for authorisation to the NAO representative. In implementing the imprest component the imprest administrator is also responsible for all expenditure commitments, payment authorisations and recoveries.
Key expert 2: Regulatory expert - Zambia DL: 3 August 2017
With an estimated in-country assignment of 640 working days, the Regulatory Expert key responsibility shall be to provide regulatory and institutional advice and analysis to various key sector institutions, as and when required. S/he shall also deliver some of the capacity building activities.
Key expert 1: Team Leader - Zambia DL: 3 August 2017
With an estimated in-country assignment of 880 working days, the Team Leader will be in charge of coordinating and managing the overall consultancy, responding to demands from the key stakeholders and the direction of the Project Steering Committee.
S/he will have the responsibility of developing the capacity building programme and the programme estimate, in collaboration with the Imprest Administrator and the Imprest Accounting Officer, and in consultation with key stakeholders.
In addition, s/he will complement Key Expert no 2 in providing regulatory and institutional advice and analysis to various key sector institutions, as and when required, as well as deliver capacity building activities.

Overall objective
Key Expert 2 will work under the leadership of the Team Leader but will have prime responsibility for Result 1.2 (activities 1.3 and 1.4).

Objectives of the project:
The overall objective is to increase the resilience of ACP regions and countries, to climate change and achieving the UN’s Sustainable Development Goals in particular its Goal 13 “Take urgent action to combat climate change and its impacts” in order to alleviate poverty and promote sustainable development.
The specific objective (outcome) is better regional and national adaptation and mitigation responses to climate change challenges faced by ACP countries at operational, institutional and financial levels .

Objectif général
L’objectif général du projet dont ce marché fait partie est d’appuyer la République Démocratique de São Tomé et Príncipe dans un processus efficace et durable d’adaptation à la variabilité et aux changements climatiques.
Objectif particulier
L’objectif particulier du présent marché est d’appuyer le Gouvernement de Sao Tomé et Principe dans la gestion et mise en oeuvre du projet AMCC.

Qualifications et compétences
• Master dans le domaine des sciences ou de la gestion
• Formation complémentaire dans le domaine de gestion du cycle de projet serait un atout.
Expérience professionnelle générale
• Au moins 10 ans d’expérience dans des projets de coopération dans des pays en développement.
Expérience professionnelle spécifique
• Expérience long durée comme chef d’équipe dans au moins 1 projet de coopération financé par l’Union européenne dans les pays ACP, avec un budget au moins équivalent au budget du présent marché, Expérience dans la gestion des devis programmes de projets de coopération financés par l’UE serait un atout.

LIFE Evaluation of proposals
Objectives of the project:
The European Commission annually receives over 1,000 proposals for projects with European added value in the field of nature and biodiversity, environment, resource efficiency as well as climate action. MWH provides assistance and technical support in order to ensure a fully independent, fair and transparent evaluation process for these proposals submitted under the LIFE annual calls for action grants (all thematic areas) and operating grants for European Environmental NGOs.
Specific tasks for which MWH is responsible, are:
- Constitution and management of expert groups for each thematic area
- Evaluation and revision of LIFE action grant proposals in all thematic areas
- Evaluation and revision of LIFE NGOs’ operating grant proposals
- Assessment of Integrated Projects and Technical Assistance Proposals
