There is a growing demand worldwide for food, while at the same time agriculture is being threatened by drought, flooding and soil degradation. Soil improvement can reduce these effects. By improving soils (increased porosity and organic matter), the soil becomes more capable to store heavy rains and overcome dry periods in summer months.

Inspection of ATES systems, Province of South Holland
The Province of South Holland is responsible for issuing permits for Aquifer Thermal Energy Storage (ATES) systems and monitoring compliance with permit requirements. The Dutch Water Act [Waterwet] in conjunction with the General Administrative Law Act [Algemene Wet bestuursrecht] form the legal basis for issuing permits and performing supervision (enforcement).
