In 2004, the City awarded MWH a subsequent seven-year, design/CM-at-Risk contract to further expand its water, sewer and irrigation collection, distribution and transmission systems and to expand its production and treatment plant capacities through the Facility Expansion Program (FEP).
MWH doubled the capacity of Cape Coral’s two wastewater reclamation plants; designed a third new plant; expanded the existing water treatment plant; and built a new 12-mgd RO water treatment plant. The MWH program team comprised over 60 construction management staff in the field, as well as a design support team of surveyors, geotechnical engineers, designers, environmental consultants, permit specialists and customer service representatives. The design/CM-at-Risk projects under the FEP included the following:
- Everest Water Reclamation Facility - Expansion from 8.5 to 13.7 mgd
- Southwest Water Reclamation Facility - Expansion from 6.6 to 13.6 mgd
- North Cape RO Water Treatment Plant - Design of new 10-mgd facility
- Southwest Water Reclamation Facility - 3-mgd expansion of existing facility
- North Cape Water Treatment Plant - Construction of new 12-mgd RO water plant
- Construction of 27 raw water production wells, three deep injection wells and several aquifer storage and recovery test wells
MWH Constructors managed the construction of the facilities under a guaranteed maximum price, open-book structure. MWH and the City conducted system-wide value engineering exercises to identify the most economic and sustainable solutions for the city’s water and wastewater treatment needs.
MWH delivered ahead of schedule and demonstrated more than $26M in cost savings. Through the UEP, MWH organized and managed $33 million of direct purchases, permitting the City to take advantage of more than $2M in tax savings.
