Challenge

The Department of Justice on behalf of the Government of Victoria wanted to develop an up-to-date understanding ofVictoria’s emergency risk profile through the assessment of 14 emergency risks in a state level context. This was achieved through the application of the Victorian State Emergency Risk Assessment Methodology (SERAM). This involved identifying and assessing the effectiveness of the current key risk management controls and assessing the level of risk based on its impacts to infrastructure, people, environment, community, economy and government.

    SOLUTION

    MWH facilitated 26 workshops across the 14 risks. The workshops involved multiple government agencies and allowed subjective assessments by expert participants to be made on each risk.

    Specifically, the workshops:

    • Confirmed the risk statement for each risk;
    • Identified and confirmed critical controls in place;
    • Assessed critical controls using a Multi-Criteria Analysis (MCA);
    • Assessed the scope for improving existing controls using the MCA; and
    • Allowed participants to assess the emergency risk using the SERAM likelihood and consequence criteria for various impact levels.

    Analysis was then undertaken to compare the different risk assessments and identify the most significant risks to the state ofVictoria.

    KEY OUTCOMES

    The key outcome was the presentation of a report that presentedVictoria’s emergency risk profile for the 14 emergency risks, together with the relevant analysis and notes justifying the assessment for various emergency impacts. The report provides high-level insight into the perceived risk levels associated with each risk assessed.

    This will assist the Victorian Government in identifying areas where further focus or investigations are required in addressing significant emergency risks.
