MWH provides technical and financial assistance to assess, evaluate and ensure the quality of current and future projects funded by the European Union (EU) in the transport, water and sanitation and energy sectors of Madagascar. This project aims to ensure that the programmes in the Malagasy infrastructure sector are prepared and implemented efficiently and in compliance with procedures of European Development Fund (EDF) and the contractual terms of the markets.
Technical and Financial Audits and Quality Assurance for Infrastructure Projects in Madagascar
The various ongoing or planned infrastructure programs funded by the European union in Madagascar require technical and financial audits, evaluation, quality control of engineering studies, verification of specific quantities implemented, but also specific tasks of monitoring/evaluation of sectoral policies, monitoring of their implementation in regards their numerous and respective criteria, studies in the institutional field and identification of new actions in the sectors (transport, energy, health and sanitation, urban).
For the four years to come, audit needs assessment and quality control, control of quantities used for funded projects and programs on the 10th EDF will be important, as much as the needs for preliminary studies (sectoral or institutional) for the identification of new infrastructure projects to be financed under the 11th EDF.
These assignments concern all projects financed under the 10th EDF in the transport, water and sanitation and energy sectors, and projects in these same sectors that could be financed under the 11th EDF during the assignment’s implementation period.
- Assessment of projects and programs.
- Financial audits of contracts for works, services, supplies, programme estimates and grants:
- Mission Order 1: RESOUTH- Renewable Electrification in the South of Madagascar (audited amount 1,159,240 €)
- Technical audit of works and inspection/monitoring contracts.
- Verifications and controls of quantities implemented under the works contracts (by representative sampling targeted in accordance with risk assessment).
- Quality control of technical studies and invitation to tender dossiers.
- Follow-up/assessment/monitoring of EDF projects and programmes in the infrastructure sector in Madagascar.
- Specific study assignments in the institutional field in transport, energy, water and sanitation.
- Support missions to the Delegation of the European Union and its partners, with a view to decision support:
- Mission Order 3: Analysis of tenders (technical and services) for the rehabilitation of viaduct Sahasinaka; Pk 70 + 800 and the RNS12 – Mission for repair works following the climate damages.
- Mission Order 4: Institutional support and effective implementation of sector’s regulatory agency Water, Sanitation and Hygiene (WASH) in Madagascar. - Identification of new actions:
- Mission order 2: Support mission for the preparation of an Action Fiche for the project “Monitoring of the work of the urban ring road (North East) Antananarivo” 11th EDF funding and implementation modalities through new indirect management with delegation to AFD (PAGODA); support mission for the preparation of an Action Fiche for the project “11th EDF contribution to AfiF for the support to the infrastructure sector in Madagascar”.
