A regional utility service approximately 1.5 million people in the City and surrounding suburbs is one of the largest utilities in the state. The relationship between the utility and its extraterritorial customers – suburban wholesale customers, called “Distributors” – is delicate. The utility is allowed to earn a return on their investment to serve Distributors; however, that return and all other costs of service must follow cost-allocation methods prescribed by the wholesale service agreements. The way that the utility performs those calculations has a significant impact on the rates that the Distributors pay and, therefore, the Distributors have ongoing concerns regarding the utility’s processes.
Technical Advisory Committee for Rocky Mountain Region Utility
Since 2006, MWH management consultants have represented approximately 15 of these Distributors to annually review and recommend strategies for engaging the utility in a discussion of its rate setting process.
MWH consultants were able to reverse-engineer the utility’s rate making models and then used the information from those models to frame the significant issues. The team used knowledge of the utility’s process to engage in a discussion to resolve the technical issues in collaboration with the utility’s staff.
The technical advisory committee has been able to save the Distributors millions of dollars between 2006 and consistently providing all parties with unbiased and compelling analysis.
In 2012, the utility decided to make changes to their rate making methodology. During the process, the utility trusted MWH to evaluate its new methodology and present any issues that could affect the Distributors. The credibility earned with the Distributors and the utility in the past was instrumental in facilitating the agreement. The result – for the first time in 20 years, the Distributors openly supported the utility’s proposed rates.
