At the request of the DCRM Environmental Protection Agency, in 2012 MWH assessed 95 annual environmental reports (for the European Pollutant Release and Transfer Register, E-PRTR) of industries located in Rijnmond, the larger Port of Rotterdam area in the Netherlands.
The assessment covered the data published on pollutant releases to air and to land (in part), off-site transfers of waste, energy consumption (in part), and wastewater (in part). The annual environmental reports were issued by oil refineries and the chemical, fertilizer, food and waste management industries. The results of the assessment were communicated to the businesses and reported in the DCMR environmental registration system and the national PRTR system. MWH evaluated performance in association with DCMR and formulated various recommendations for a follow-up strategy in 2013.
E-PRTR and assessment by the competent authorities
EC Regulation 166/2006 requires industries to report by means of an electronic system the amounts of pollutant releases to air, water and land, the volume and nature of waste and energy consumption exceeding the established limit values. The data recorded are assessed by the government, and on approval are incorporated in the E-PRTR. The government assesses the completeness, consistency and credibility of the data based on comparing the data recorded with the data in previous annual environmental reports, the environmental permit and audit data, the explanation given by the business itself, the data in related national registration systems and the instructions issued by the government concerning priorities and changes.

Beoordeling milieujaarverslagen industrie Rijnmond door MWH
MWH heeft in 2012 in opdracht van de DCMR Milieudienst Rijnmond 95 milieujaarverslagen (E-PRTR) van de industrie in het Rijnmondgebied beoordeeld.
De beoordeling betrof de gemelde gegevens over emissies naar lucht, de afvoer van afvalstoffen, energieverbruik (gedeeltelijk), bodem (gedeeltelijk) en afvalwater (gedeeltelijk). De milieujaarverslagen waren onder andere afkomstig van olieraffinaderijen, chemische-, kunstmest- en voedingsmiddelenindustrie en afvalverwerking. De uitkomsten van de beoordeling zijn gecommuniceerd met de bedrijven en gerapporteerd in het milieuregistratiesysteem van DCMR en het landelijke E-PRTR systeem. MWH heeft de uitvoering met DCMR geëvalueerd en diverse adviezen opgesteld voor een vervolgaanpak in 2013.
E-PRTR en beoordeling door bevoegd gezag
Op grond van een Europese verordening (EG 166/2006) moet de industrie emissies naar lucht, water, bodem, hoeveelheid en aard van de afvalstoffen en energieverbruik boven vastgestelde grenswaarden melden via een elektronisch systeem. De gemelde gegevens worden beoordeeld door de overheid en na fiattering opgenomen in het Europese emissieregistratiesysteem E-PRTR (European Pollutant Release and Transfer Register). Bij de beoordeling kijkt de overheid naar volledigheid, consistentie en geloofwaardigheid. Dit doet zij door de ingevulde gegevens te vergelijken met eerdere jaarrapportages, milieuvergunning en inspectiegegevens, de toelichting van het bedrijf zelf, aanverwante landelijke registratiesystemen en de instructies vanuit het Rijk over prioriteiten en veranderingen.
