Harley has had 40 years in the work force undertaking tasks associated with agriculture, mining and environment. Currently, he provides advice on projects across the region in mine management consultation, mine closure, tailings research and decommissioning, waste landform design and rehabilitation, rehabilitation techniques and planning. Harley has been instrumental in assisting adoption of Ecosystem Function Analysis (EFA), a rehabilitation monitoring tool from CSIRO, across Australia; initiating a series of workshops for industry and government representatives. For some 14 years Harley has been conducting closure benchmarking studies across Australia for clients and practitioners, exposing them to closed and abandoned mines so they can experience closure environments and observe the success, or failure of various practices, helping them to make choices in future mine closure, reclamation and rehabilitation decisions.
