The latest report by the International Panel on Climate Change (IPCC) clearly demonstrates that climate change is irrefutable and likely to persevere. Interestingly, at the same time, there is a trend toward pessimism and skepticism of high-level climate change negotiations and top-down action.
In response, many local governments are rather electing to drive their own climate change actions including the planning and implementation of mitigation and adaptation strategies. Local authorities are beginning to show initiative in delivering practical solutions, services and regulations, as an example in Mozambique has shown.
